Junction Bridge Detail of Key Activities
- Union Pacific Railroad - Negotiations for right-of-way acquisition with Union Pacific Railroad were completed by the City of Little Rock. Results included the transfer of ownership of the Junction Bridge and the Rock Island Bridge on December 27, 2001. The William Jefferson Clinton Foundation will plan and design Rock Island Bridge as a part of the Presidential Library Project.
- Six Bridges Plan - Both bridges were included in urban design studies by the UALR Donaghey Urban Studies program. The study, entitled the Six Bridges Plan, follows a principle of using the bridges to connect the riverfront activities and development of Little Rock and North Little Rock.
- AHTD - Little Rock, North Little Rock and Pulaski County agreed to use federal Department of Transportation enhancement monies of $1million, obtained through the Arkansas Highway and Transportation Department to pay a portion of the development of the Junction Bridge as a pedestrian and bicycle way. Pulaski County submitted the joint application for funding to AHTD October 22, 2001. The AHTD approved the joint application for use of enhancement funds and notified the cities and the county January 14, 2002.
- Engineering - Pulaski County agreed to be the lead agency for the grant and contracted with McClelland Engineering to do the grant-related and required engineering studies and plans for development of the bridge as a pedestrian and bicycle way. McClelland prepared the initial application, underwater inspections, structural analyses and subsequent engineering studies.
- Bridge Public Facilities Board - On April 26, 2002, the Pulaski County Quorum Court adopted an ordinance establishing the Bridge Public Facilities Board and enacted a resolution ratifying appointments of five members by County Judge F. G. “Buddy” Villines. Those members include Billie Ann Myers, Chairperson, Mike Grayson, Michael Joshua, Nathaniel Hill and Jack Kinnaman.
- Junction Bridge Collaborative - In January, 2002, Pulaski County and the cities of Little Rock and North Little Rock established the Junction Bridge Collaborative, which consisted of approximately 15 members. These persons represented the Downtown Partnership, Mainstreet Argenta, and include the members of the Bridge Public Facilities Board. The Collaborative sponsored a public involvement planning process in 2002.
- Town Hall Meeting and Charette - To receive public input on the use of the Junction Bridge, the Collaborative sponsored a town hall meeting on August 20, 2002, which was attended by approximately 40 people. In addition, the UALR Donaghey Urban Studies Program hosted a Six Bridges Design Charette on October 29 and 30, 2002. This workshop updated the Six Bridges Plan and focused primarily on the Junction Bridge and its pivotal role in development of the Six Bridges area. In addition, participants heard an update of the Clinton Presidential Library and Rock Island Bridge.
